Some states provide added benefits by contributing state-level funding. For example, California offers up to $19 in monthly discounts, while Oregon provides flexible options that include:
- $15.25 off phone service
- $19.25 off high-speed internet
- Free mobile phone and data plan options
How the Program Works?
The Lifeline program is managed at the federal level by the Universal Service Administrative Company (USAC). Here’s how you get started:
- Eligibility Check – Apply through the National Verifier system run by USAC. You may qualify based on income or participation in federal assistance programs like SNAP, Medicaid, or SSI.
- Select a Provider – After approval, choose a participating service provider in your area.
- Receive Your Benefit – Your selected provider will apply the monthly discount to your service plan and manage your account.
Each household can only receive one Lifeline benefit, either phone or internet. A “household” includes everyone living together who shares income and expenses, regardless of relationship.

Who Qualifies for the Lifeline Program?
The Lifeline Assistance Program offers monthly discounts on phone and internet services and in some cases, access to a free tablet for eligible low-income households. To qualify, you must either meet program-based or income-based criteria.
Program-Based Eligibility
You automatically qualify for Lifeline if you or someone in your household is enrolled in any of the following federal programs:
- SNAP (Supplemental Nutrition Assistance Program) / EBT
- Medicaid
- Supplemental Security Income (SSI)
- Federal Public Housing Assistance (FPHA)
- Veterans Pension or Survivors Benefits
- Tribal assistance programs (such as Tribal TANF, Bureau of Indian Affairs General Assistance, or Head Start if income-qualifying)

Income-Based Eligibility

Documents That Count as Proof
Most states automatically verify eligibility through government databases, but if documentation is requested, be prepared to provide one of the following:

- Current Income Documentation (tax return, pay stubs, or benefit letter)

Maintaining Your Eligibility
Annual Recertification:
Each year, you must verify that you still meet the requirements. If you don’t complete recertification within 60 days of receiving a notice, your Lifeline benefits may end.
Monthly Usage Requirement:
If you’re receiving free service, you must use it at least once every 30 days (such as making a call, sending a text, or using mobile data). Inactivity could result in service cancellation.
